He is supposed to have immigrated in 1679. The Bristol Register mentions a Thomas Rice arriving that year.
This RootsWeb entry says he was indentured in Bristol on 1679-10-16 to John Stevens for 4 years.
It also says he was in St Peter's parish, New Kent Co in 1689, and in St Paul's parish, Hanover Co in 1711.
The baptism of several of his children are mentioned in the St Peter's parish records:

He is supposed to have died at sea on a trip to England to receive a large inheritance. His wife
Marcy is mentioned as a widow in 1716.
Genforum message 9617 says DNA proves Thomas is not related to the Irish Rices.
A memoir of one of his grandsons says Thomas was born in England, of Welsh extraction.
One RootsWeb tree says his father was Thomas Rhuys c1638 Wales d Shirementon ENG.
Others say his parents were Edward Rice c1636 + Mary Claiborne.
