He is supposed to have immigrated in 1679. The Bristol Register mentions a Thomas Rice arriving that year.
The baptism of several of his children are mentioned in the St Peter's parish records:

He is supposed to have died at sea on a trip to England to receive a large inheritance, but the record below seems to indicate otherwise.
That would also mean his wife wasn't the widow Marcy Rice in Hanover Co.
Genforum message 9617 says DNA proves Thomas is not related to the Irish Rices.
A memoir of one of his grandsons says Thomas was born in England, of Welsh extraction.
One RootsWeb tree said his father was Thomas Rhuys c1638 Wales d Shirementon ENG.
Others said his parents were Edward Rice c1636 + Mary Claiborne.
