Allegheny, Beaver, and Washington Cos are on the west side of PA, Cumberland is south central, and Philadelphia and Delaware are on the east side.
I would say this William is more likely to be from the west side, much closer to IN and not across the Allegheny Mountains. He could then be a son of Robert or Daniel.
This William did name one of his sons Robert, but didn't name one Daniel. He named his first son after his wife's father, and his third son after himself. His second son was John Henry. Was his father John of Philadelphia?

The 1830 census has no McCaskeys in IN. There are several in OH, but only two have a male 20-30:

There are also lots of Caskeys, but that really was a separate family.

Some site I saw early on said his parents were probably George McCaskey and Margaret Wilkinson of Ireland.
That's probably wrong. Their son William married Elizabeth Graham (b 1813) and had a son in 1842.
Why is George not on the 1820 census?

The 1857 Coshocton Co OH will of this George names son James, daughter Catherine Ross, son William, daughter Margaret Elliott, and son George W.

I have a DNA match to someone who appears to be descended from Catherine, but we have only one common match, to someone who seems to be from my Burnett family. Since I have plenty of McCaskey matches, I suspect this person is not related to me via Catherine.

Another source says his parents were John McCaskey born 1790-02-09 PA died 1863-01-23 and Nancy Ann Chambers born 1793-09-xx PA died 1886-09-25; but it says they married in 1817.
That would be the John in Philadelphia. He did have a son between 1810 and 1820.
