I think he must be a brother of the Ann Rigsby who married in Bertie Co NC 1797-08-04 Moses Capps.

The book "Bertie Beginnings: The Story of Our County and Its Distinguished Citizens" mentions this Josiah, along with Richard Rigsby and Thomas Rigsby born before 1736. Either of them might be his father.
It also says Richard owned a slave named James Rigsby born before 1736.
On the 1790 census there is a Thomas "Rigging" in Bertie Co, but the entry contains only slaves.

Did he have a son Jesse c1807?
There was a Jesse Rigsby age 6 bound to Thomas Johnston in Bertie Co on 1813-11-08. This Josiah
was the only Rigsby in Bertie Co. But his 1810 census entry doesn't show a son.
