The tree at FamilySearch.org says she first married Gilliam Rogers 1852 MO and had a daughter Rosa Josephine Phillips 1877-12-26 Osage, Camden Co MO d 1937-12-20.
Rosa's death certificate says she was born in Camden Co MO to "Gilam" Rogers and Bell Bond.
Gilliam is shown as divorced on the 1880 census, living in Camden Co with his father. This Isabel is in Miller Co with her widowed mother, shown as age 15 and single. I don't see Rosa anywhere in Camden or surrounding counties under surname Rogers, Bond, or Phillips.
Isabel would have been 13 when Rosa was born, which isn't impossible but is suspicious. There is only one other Bell Bond in MO on the 1870 census, in Nodaway Co. That Bell is also in Nodaway Co on the 1880 census, so she isn't Gilliam's wife.
I'm not convinced this Isabel is Rosa's mother, but I can't disprove it either.
