Notes:

1900 census Dallas Co TX p31a
F M Motley 55 1844-09 KY/KY/KY
dau Edna 28 1871-09 TX/KY/TX
son B F 25? 1875-04 KX
son W M 18 1881-06 TX
son C F 14 1885-12 TX
son Hatie? 12 1888-02 TX
son Delbert 6 1893-10 TX

This must be him, but doesn't match well:
1880 census Dallas Co TX p228a
Frank A Motley 37 KY/KY/KY
wife Irene 28 KY/KY/KY
son Thomas Z 10 TX
dau Eddie A 8 TX
son Benj F 6 TX
dau Camilla A 4 KY
dau Hattie L 9/12 TX
brother Joseph L 43 KY

This Francis didn't have a brother Joseph, but did have a brother Jefferson L, who is with their mother on the 1880 census in Dallas Co. I don't know of another Frank this entry could be, though.
Note that son Thomas Z could be Zachariah from 1870, and daughter Hattie matches exactly, so I'm going ahead and assuming this is the right family.
Now, the question is: Is Irene a second wife, or a mis-spelled Isabella? (Or is Isabella a mis-spelled Irene?)

1870 census Dallas Co TX p449b
F M Motley 25 KY
Isabelle 21 KY
Zachariah 1/12 TX
