There are only three Rigsby families in GA on the 1820 census: Allen in Walton Co, and William and Jesse Rigby in Oglethorpe Co. The children of Allen and William are known, and neither had a son James. It seems this James must be from Jesse Rigby. Jesse did have two sons between 1820 and 1825.
Wilkinson Co is several counties south of Oglethorpe Co. Jesse moved to Crawford Co GA, which is three counties west of Wilkinson Co.
I think he had a sister Lydia who married Jacob Dupree, and a sister Lucinda who married Zenas Fordham. He may have had a brother Jonathan.
