On the 1840 census Josiah Price age 60-70 is living next to Benjamin and Thomas. I think Josiah is a
brother of this James.

A biography of David P Price, son of Josiah, says that Josiah was born in NJ in 1782, left an orphan at an early age, came to manhood (turned 21) in Washington Co PA, and died in 1862 in Hardin Co OH. Josiah's wife was Catherine Farber. Note that this James' son John married a Farber.

Josiah is supposed to be son of Josiah Price + Mary Frazier. The elder Josiah immigrated from Wales and settled in NJ before 1768. He is supposed to have had children James, Benjamin, Josiah, Mary, Margaret, Phoebe, and Jeanette.

According to a history of the older Josiah which is attached to several trees at Ancestry.com, the immigrant Josiah arrived in Camden Co NJ with children James, Catherine, and Benjamin. They then moved to Cannonsburg, Washington Co PA by the 1770s, and then to Jefferson Co OH, where he died in 1801.
This is backed up by stones at the Two Ridge cemetery in Jefferson Co, showing Josiah Price died 1801 "in his 65th year" and Benjamin Price 1768 d 1853.

If the history is correct, Josiah's son James was born in Wales. But this James was born in NJ, according to his children's 1880 census entries. Also, several trees say Josiah's son James was born in 1759 and died in 1787, which means he can't be this James.
Also, if the immigrant Josiah was in OH by 1801, his son Josiah should not have still been in PA in 1803 when he turned 21.

The history states Josiah arrived with a brother about whom nothing is known. A hypothesis that is consistent with all the above is that this James and the Josiah of Stark Co OH were sons of the brother.
Immigrant Josiah and his brother could have moved together to PA, where the brother died. The brother's children then stayed in PA when Josiah moved to OH, and independently moved to Stark Co OH.
If I had to guess, I'd guess the brother's name was Benjamin.

[That could easily be this James. The Benjamin is very likely immigrant Josiah's son. Josiah himself is not listed. He would have been 57. Would that be old enough to excuse him?]

This was the only James Price in Stark Co, and my James was about 50. His daughter Osee was already married, though, so he should have only one daughter at home.
The 1830 census for Stark Co has Benjamin Price, James Price, and John Price next to each other. Next
to them is Michael Welker, brother of Henry Welker, who married Osee.

1810 census for Stark Co OH is lost.

According to the Ancestry.com index, there were 3 James Price families in PA in 1800:
Bedford Co: James Price 11001-11010
Northampton Co: James Price 00111-01201
Wayne Co: James Price 21010-30010

Bedford Co and Wayne Co also have a John Price living near James. Northampton can't be my James,
because he has at least one daughter age 6.

He probably was in Jefferson Co OH, though, for which the 1800 census is lost.

The 1790 census has two James Price families in PA:

James Price 1 M 16+, 1 M <16, 3 F

The first one can't be him, because he isn't old enough to have a son over 16.
There are several other Price families in Bucks Co, but no John and no Josiah.
