Notes:

I originally read that she was born 1790-03-29 in Rowan Co, but that is a different Elizabeth Howard.
She was born between 1780 and 1790. She probably died between 1840 and 1850, in Allen Co KY or Monroe Co MO.

There aren't any Howard families on the 1800 or 1790 census for Wake Co, but Elizabeth was married
there in 1804. Did they arrive between 1800 and 1804? Or were they in a neighboring county?
In 1790 and 1800 William Howard and James Howard live in Chatham Co, which is next to Wake Co.
Each family has 3 females in 1790. In 1800 William has 1 daughter 10-16, and James has 3.
Sisters of Elizabeth's husband married into a Sears family who came from King and Queen Co VA. Were
the Howards from VA?
The 1800 tax list for VA has lots of Howard families. None of them is in K&Q Co, but there are several in
nearby King William and Richmond Cos.

A message on the Howard maillist says that William lived on the Wake/Chatham county line, and had
children James, John, William II, Martin, Elizabeth, and Nancy, but it says the children were born between
about 1755 and 1770. Son James was in the Wake Co militia.

There was a James Harward 1760-09-28 King & Queen Co VA d 1840-09-26 Wake Co s/o William
Harward + Mary Myrick who married in Wake Co 1781-04-08 Rosanah Barbee 1756 d/o Christopher
Barbee + Margaret Vawter.
Another daughter of Christopher Barbee married one of my Motleys.
A son of Christopher married my ancestor Dicey Hopson.
A granddaughter of Christopher married Dicey's brother Lewis Hopson.

According to RootsWeb entries, James Harward did not have a daughter Elizabeth, though.

Genforum message 9589 says Willis Sr had children Delaney, Mary, and Willis II.

There was a John Howard c1755 who lived in Allen Co KY. According to the tree at FamilySearch, he was born in Southampton VA, had children in Pickens Co SC, moved to Allen Co KY, and then to Fulton Co IL where he died. Currently the tree shows his first child born in 1797, but a note implies that he had three wives altogether.
He certainly could be Elizabeth's father. (Or uncle.)

There are three Howard families in Allen Co KY on the 1820 census:
p94 John Howard 1 M <10, 1 M 10-16, 1 M 16-18, 1 M 45+, 1 F 10-16, 1 F 45+
p104 John Howard 1 M <10, 1 M 16-26, 1 F 16-26
p106 Elizabeth Howard 1 M 16-26, 2 F 10-16, 1 F 45+

John Rigsby is on p124.

Allen County was formed about 1815. Before that the area was in Warren Co.
The 1810 census for Warren Co has five Howard families, including:
p261 John Howard 2 M <10, 1 M 45+, 1 F <10, 1 F 10-16, 1 F 16-26, 1 F 26-45, 1 F 45+
p276 Willm Howard 2 M <10, 1 M 10-16, 1 M 26-45, 3 F <10, 1 F 26-45

It sure looks like Elizabeth from 1820 would be the widow of William from 1810.

An entry in the 1819 deed book for Allen Co KY lists several residents of Scottsville. They aren't in
alphabetical order, perhaps implying they are listed by proximity. A few names away from John Rigsby
is William Howard. The next name after William is Broomfield Long. [Broomfield's g-grandson married
John Rigsby's granddaughter.]

A tree at Ancestry.com says her father was Gideon Howard 1749 Anne Arundel Co MD.

Elizabeth may have had a brother Hartwell c1800 VA.
There was a Hartwell Howard c1800 SC or VA who married 1829-05-17 Mary Holman in Hardeman Co KY.

There was a Howard family in Bridgewater MA that married into the Hartwell family several times. The immigrant was John Howard 1619 ENG.
